What is property tax?
Property tax is a charge on property, levied by the local body that provides services where the property stands. In Andhra Pradesh’s towns and cities that is the urban local body — a municipal corporation, a municipality or a nagar panchayat — under the Commissioner and Director of Municipal Administration, which is why many people call it CDMA property tax or cdma ap property tax.
This municipal property tax pays for the things around your property: water supply, drainage, street lighting, sanitation and general municipal services. You will see those as separate lines on your bill, because property tax is not one tax but several bundled together.
A few points that clear up most of the confusion:
- It is charged half-yearly in Andhra Pradesh, not once a year.
- It is often called house tax or house property tax, and in everyday use the terms mean the same thing.
- It is not land revenue. Municipal property tax is collected by municipal bodies on urban property. Land revenue applies to rural agricultural land.
- It applies even if the property is empty. Most municipal bodies collect tax regardless of whether anyone is living there, with only specific statutory exemptions.
- Vacant land is taxed too, through a separate vacant land tax (VLT).
- Village property is different. Property inside a gram panchayat is taxed by the panchayat under the Panchayat Raj system, and the municipal rates below do not apply to it.
How property tax is calculated in Andhra Pradesh
Andhra Pradesh used to tax property on its Annual Rental Value (ARV) — a notional rent worked out from plinth area, locality, age and construction type. The state has since transitioned to the Capital Value System, where the tax is a percentage of what the property is worth rather than what it might rent for.
The important consequence: capital value is based on the market value fixed by the Stamps and Registration Department — the same guideline value that decides your stamp duty when you register a sale. Property tax and stamp duty now move together. When market values are revised, tax follows.
Under the reform, residential property is taxed within a band of 0.10% to 0.50% of capital value and non-residential property between 0.20% and 2.00%, with a cap limiting how far the new tax can exceed the old.
What your city charges
Each municipal council fixes its own rate, and the pattern across the state is striking:
118 of the 123 urban local bodies charge exactly 0.075% of capital value per half year on residential property. Only five charge less — and they are among the largest cities in the state.

Non-residential property is charged at 0.15% per half year in 122 of the 123 bodies. Kakinada is the single exception at 0.18% — the city with the lowest residential rate has the highest commercial one.
On top of that, every urban local body levies a library cess of 8%, and vacant land tax runs at 0.2% a year in most municipalities, rising to 0.5% in 17 of them, mostly the municipal corporations.
A worked example
Take a residential property with a capital value of ₹40 lakh:

The same property costs ₹1,200 a year more in a small municipality than in Visakhapatnam. The library cess is charged on top, and water or sewerage charges may be billed separately.
What a property tax receipt shows
Your receipt carries the payment confirmation, the assessment details, the amount paid, the period it covers, any arrears, and the municipal jurisdiction. It may also carry assessment details such as plinth area or plot size.
What it proves — and what it does not
- It supports an ownership claim but cannot replace a Sale Deed, Patta or Mutation record. Paying tax does not make you the owner.
- Tax can be paid even on disputed land. Payment does not validate ownership or settle a title dispute.
- If no arrears are listed, there are no dues outstanding. If dues exist, they show as pending balances.
- Boundaries are not on it. For boundaries, you need an FMB sketch or tippon cadastral map.

Buying a property
Ask for several years of receipts. Check that the name and assessment number match the property, and that nothing is outstanding — arrears attach to the property, and the buyer inherits them.
Applying for a home loan
Lenders routinely require the latest paid property tax receipt as part of technical and legal loan clearance.
Applying for mutation
Registering your sale deed does not change the municipal record. The name change is a separate mutation application, and until it is approved, every receipt will still carry the seller’s name.
Selling a property
