Pattadar Passbook in Telangana (2026): How to Download, Correct or Replace It on Bhu Bharati
Dharani is gone. Your passbook now lives on Bhu Bharati.
If you own agricultural land in Telangana, your Pattadar Passbook is the foundational document that shows you are the recorded owner. Since 14 April 2025, it has been managed exclusively on Bhu Bharati (bhubharati.telangana.gov.in) under the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025. That Act officially repealed the Telangana Rights in Land and Pattadar Pass Books Act, 2020, the statutory framework behind the old Dharani portal.
Many online guides still instruct you to log into Dharani. Do not waste your time there. Here is how to view and download your electronic passbook (ePPB) today:
- Go to bhubharati.telangana.gov.in and open Details of Land under Information Services. This opens the Land Details Search tool.
- Under Search By, select either Survey No./ Sub-Division No. or Pattadar Passbook Number.
- Select your District, Mandal, and Village.
- If you searched by passbook number, enter your Pattadar Passbook Number and the first four digits of the Aadhaar number linked to it.
- Enter the visual captcha and click Fetch.
- From the retrieved land record details, download the ePPB (electronic Pattadar Passbook).
A passbook issued under Dharani does not become invalid simply because the legislation changed. The 2025 Act expressly protects and keeps valid any action taken under the 2020 Act while it was in force. However, every change from here on — a sale deed registration, succession/inheritance, name or extent correction, or duplicate issue — happens exclusively on Bhu Bharati.

The document's full statutory title is the Pattadar Pass Book-cum-Title Deed. Under Section 10 of the Telangana Bhu Bharati Act, 2025:
- Statutory Entitlement: Every person entered in the Record of Rights (ROR) as a title-holder is entitled to one. It is issued by the Tahsildar or an authorized revenue officer upon payment of the prescribed fee.
- Strict Alignment with ROR: The passbook is issued "in accordance with the Record of Rights". If there is a typographical or extent error in the government database, it reflects directly in your passbook.
- Legal Equivalence: It can be electronic, physical/manual, or both. The digital ePPB you download is a legally recognized passbook in its own right under the Act, not a mere screenshot.
- Bank Mortgages: The Act confers upon the passbook the evidentiary standing of a title deed for creating an equitable mortgage, which is why commercial and cooperative banks demand it prior to sanctioning crop loans or term loans against agricultural acreage.
- Map Inclusion: The Act mandates that the passbook "shall include survey / sub-division map from the prescribed date".
A pattadar, under the statutory definition, is anyone who holds agricultural land directly under the state government under a patta, or whose name is registered in government land revenue accounts as the pattadar.
What it does not cover: Passbooks are strictly issued for land entered in the rural Record of Rights — predominantly agricultural land. A residential flat, an apartment, or an approved urban municipal plot is not held on a passbook. Title to urban property rests upon registered conveyances, municipal town-planning sanctions, and property tax assessments.

The single most consequential improvement is the appeal ladder. Under Dharani, if a revenue official entered flawed data or rejected an application arbitrarily, a landowner had no recourse other than filing a civil suit or writ petition in High Court. Under Bhu Bharati, a clear administrative ladder with binding statutory deadlines exists.
How to get a passbook — every route explained
There is no generic single "apply for passbook" button on Bhu Bharati. The workflow depends strictly on the nature of land acquisition:

What documents to carry for registration
- The seller's original Pattadar Passbook
- The buyer's passbook (if the buyer already holds land in the state)
- The original conveyance/deed to be registered
- The e-stamp e-challan receipt
- PAN cards of both parties (or Form 61 if a party lacks PAN)
The registered document is handed over on the same day.
Inheritance and Succession: legal heir rights
All legal heirs of a deceased pattadar must apply jointly. Mandatory documents include the death certificate, family member certificate issued by the competent revenue authority, a joint agreement of legal heirs, and linked title proofs.
The 2025 Act introduces a groundbreaking safeguard: the deemed amendment rule. If the Tahsildar does not pronounce an order within the legally prescribed window after formal notice is served to all interested parties, the Record of Rights is deemed amended in law. This prevents revenue files from languishing indefinitely.
Sada Bainama: regularisation eligibility
Section 6 of the Bhu Bharati Act provides for regularizing historical unregistered plain-paper agreements (sada bainama), but the criteria remain stringent:
- The applicant must be a small or marginal farmer
- The land must have been acquired prior to 2 June 2014
- Continuous unencumbered possession must exceed 12 years
- The applicant must have submitted their application within the specified window between 12 October and 10 November 2020
If you did not submit an application within that 2020 window, Section 6 does not apply to your property. Consult a land advocate regarding civil declaratory remedies.
Lost or damaged passbook: how to get a duplicate
Log in as a citizen on Bhu Bharati and select Apply for Duplicate PPB. Enter your passbook number and Aadhaar number:
- Fill in the verification particulars.
- Pay the prescribed fee on the portal or at a MeeSeva kiosk.
- Download the e-challan and transaction acknowledgment summary.
- The printing request is transmitted to the government printing facility.
Crucial note on corrections: Approving a grievance or data correction does not automatically trigger a reprint. Once a correction is sanctioned, you must submit an application under Apply for Duplicate PPB to obtain a physical booklet displaying the revised entries.
Errors in your passbook: which module fixes what
Every correction on Bhu Bharati requires selecting the precise corresponding service module. Choosing the incorrect module leads to administrative rejection:

If the Tahsildar or RDO rules against you
Section 15 of the Telangana Bhu Bharati Act establishes a formal statutory appeal mechanism with strict limitation timelines:

- Block Disputed Survey Numbers: If land is subject to pending court litigation, pattadars can use the Court Cases & Intimation module to block transactions by uploading certified court interim injunctions.
- Right to Privacy (Hide Details from Public Search): Pattadars can opt to conceal their land particulars from public Land Details Search. Reversing this setting requires passbook number, Aadhaar validation, and OTP. Buyers should remember: if a legitimate seller's land does not populate in public searches, request the authenticated ePPB directly.
Buying agricultural land? The passbook is where checking starts, not ends
A passbook reflects only current ROR entries. It does not certify clear title, lack of undisclosed encumbrances, or chain-of-custody validity. Before advancing consideration:
- Cross-examine survey numbers against the 22A prohibited property list.
