If your plot is on the 22-A list but your layout was approved, you may finally be able to register it.

The Telangana Revenue Department has issued orders allowing the registration of open plots, houses and flats that sit on the Section 22-A prohibited properties list, provided the property was developed with valid approvals from a competent authority — a layout, building or apartment approval from GHMC, HMDA, DTCP, a municipality, or another urban or rural local body.

The Hindu reported the order on 25 September 2026. It follows Chief Minister A. Revanth Reddy’s assurance in the Legislative Assembly on 16 September that 22-A grievances would be taken up on a fast-track basis. The South First put the number of affected owners in and around Hyderabad at roughly one lakh.

This is the situation the order is meant to fix: a government body sanctioned the layout, the plots were sold, houses were built and taxes were paid — and then the survey number turned up on the prohibited list, and every sale, mortgage and partition in that colony stopped dead.

Three things decide whether you benefit:

  1. A valid approval from GHMC, HMDA, DTCP or the local body.
  2. A link document — and this is the condition that will decide most cases. Reports describe it as at least one valid link document relating to a transaction registered after the relevant approval was granted.
  3. A district committee’s examination of your particular case.
Before you read on: The operative order was not published on the Registration and Stamps Department’s website when this was written, and we could not trace an order number to a government source. Everything below is drawn from the Minister’s announcement and press reporting, credited throughout. Confirm your own position at the District Collector’s office or your Sub-Registrar office.

What the order actually does — and does not do

  • It does: allow registration of specified developed properties that carry statutory approvals, case by case, after examination.
  • It does not: delete your survey number from the 22-A list, and it does not decide who owns the land.

That distinction is not a technicality. The Telangana High Court held in October 2023 that Section 22-A is a registration bar, not a determination of title. Being cleared to register does not confirm that the title is good, and it does not stop a separate dispute about ownership. Treat a committee clearance as permission to complete a transaction, not as a certificate of ownership.

The link document rule, in plain terms

This is the part most reports mention in one line and nobody explains, so here it is properly.

A link document is a registered document in your property’s chain of title — the sale deed by which the previous owner bought it, and the one before that. The condition being reported is that at least one such registered transaction must have taken place after the date on which the layout or building approval was granted.

Take an example. Suppose a layout was approved by HMDA in 2009:

The logic is straightforward. The state is trying to separate genuinely developed, approved colonies — where the approval came first and registered sales followed — from cases where an approval was produced later to dress up land that should not have been sold.

So before you do anything else, find out the date of the approval, then look at the dates on the registered documents in your chain. If you do not have the earlier deeds, you can obtain certified copies from the Registration Department.

Who decides your case

Reports describe district-level committees examining these registrations, headed by the District Collector, and including:

  • The District Collector (Committee Head)
  • The Additional Collector (Local Bodies)
  • The District Registrar
  • Representatives of HMDA, the municipality or the relevant local body

Revenue Minister Ponguleti Srinivasa Reddy is reported to have said that each case would be examined on the nature of the land, the available records, the existing legal permissions and any pending court matters — and that all land under 22-A would not be treated uniformly.

Read that as: this is a case-by-case clearance route, not a blanket delisting. Two plots in the same colony can come out differently if one has a court case or a gap in its chain.

Which 22-A properties this is aimed at — and which it is not

Section 22-A of the Registration Act, as it stands in Telangana, covers five categories:

Clause What it covers
(a) Land whose transfer is barred by statute, which in practice means assigned land
(b) Land belonging to the State or Central government
(c) Endowment and Wakf property
(d) Ceiling surplus land
(e) Property notified in the Gazette — government interest, or an attachment by a court or tax authority

The new route is aimed at developed properties carrying statutory approvals that ended up on the list. It is not a way to register government land, assigned land, endowment or Wakf property. If your survey number is listed because it is recorded as government or assigned land, a municipal building permission does not cure that — it is the underlying classification that has to be corrected, through the separate 22-A grievance route.

What to do if this applies to you

1. Get the approval document itself

The sanctioned layout, building or apartment permission, with its number and date. The date is what the link-document test runs against. If you only have a photocopy from the builder, get a certified copy from the sanctioning authority.

2. Build the chain of registered documents

You need a registered transaction dated after the approval. Obtain certified copies of the earlier deeds if you do not hold them.

3. Check your current 22-A entry

Go to registration.telangana.gov.in and open Prohibited Property, then select district, mandal and village. The list is published as category-wise PDFs, so you will be reading down a list rather than searching a survey number. Note which category your entry sits under — that tells you whether this order is even the right route for you.

4. Take it to the District Collector’s office

That is where the committee sits. Carry the approval, the link documents, the encumbrance certificate and your property tax records.

5. If your listing is simply wrong

That is a different remedy: the grievance route for inclusion in the prohibited properties list, decided by the Collector. The department’s toll-free number is 1800-599-4788.

If you are buying in a colony affected by this

The order improves your odds; it does not do your diligence.

  • Ask to see the committee’s clearance in writing, not a builder’s assurance that “22-A has been sorted out”.
  • Check the approval and the link documents yourself, using the date test above.
  • Pull a 30-year encumbrance certificate and read the chain for gaps.
  • Screenshot the prohibited property list entry on the day you transact, with the date visible. This list has moved before and can move again.
  • Remember that clearance to register is not title. Get a title verification done regardless.

Reporting also refers to earlier regularisation orders covering around 64 colonies in Ranga Reddy and Medchal-Malkajgiri districts, and housing for Singareni Collieries workers. Those order numbers appear in press reports but not on the department’s website, so check them before relying on either.
